- Open up the picture you want to use.
- Duplicate the layer. (layer > duplicate)
- Change the duplicated layer's mode to Soft Light.
- Make a new layer (layer > new > layer).
- Set the mode to Exclusion.
- Using the fill bucket tool, fill the layer with this color: 1a174c
- Finished. If you want more of an effect, duplicate the 2nd layer. (copy of picture)
